This study analyzes the possibility of dispute resolution in the case of highway construction between Guri and Pocheon. Interviews were conducted with 36 stakeholders including residents, representatives from interest groups and the construction firm, and civil servants to find the key issues and major interests. The possibility of dispute occurrence and resolution is analyzed based on the results of the interviews. According to the analysis, the disputes were related to the decision over the route of the highway, and this led to various areas of conflict among the participants. The characteristics of the disputes also differ according to the issue at stake. Furthermore, the case analysis reveals how conflict resolution has been achieved through the four success factors of negotiation; interdependence, perceived conflict, opportunistic interaction, and possibility of agreement. The results of this analysis may help to resolve future disputes involving government agencies.
