The purpose of this paper is to find the transformational leadership of President Roh Moo-Hyun for the peaceful resolution of the second North Korean Nuclear Issue. The second North Korean Nuclear Issue had the critical opportunities for the peaceful resolution of the ‘2.13 Agreement’ and ‘10.3 Agreement’ at ‘Six-Party Talks’, and the second South-North Summit in 2007. These opportunities came true only after the long muddling through or deadlock of ‘Six-Party Talks’ had ended. President Roh tried to break the deadlock especially before and after ‘9.19 Agreement’ in 2005. He had the recognition of the agenda and alternatives to break the deadlock and practiced the alternatives for peaceful resolution of the second North Korean Neclear Issue beyond the conflict with U.S. he showed the moral aspects of public value for the peaceful resolution of the issue and made the opportunities by breaking deadlock without the violence.
